Currently, an estimated 95 per cent of drinking water in Bangladesh is provided through over 3 million tubewells. It has recently been found, however, that people using many of these wells are, in fact, being slowly poisoned by naturally occurring arsenic in the alluvial sediments of the delta, which appear to be released by chemical changes prompted by the fluctuations in water levels caused by pumping. It is estimated by Professor Chakraborti of the University of Calcutta, who first uncovered the problem, that as many as 30 million people in Bangladesh may be drinking contaminated water.

Furthermore, there are many recent cases of poorer households suffering more losses than wealthier residents when heavy rainfall causes landslides or when earthquakes strike urban environments (Hewitt, 1997). In such circumstances, money tends to afford access to the resources on which safety depends, to the building technologies and the early warning systems, and also to relief services and insurance compensation. However, this evidence for the close association between poverty and the environment should not distort an understanding that the linkages are complex and rarely direct in rural or urban settings.

5 illustrates some of these circular linkages between poverty and the environment. It shows how poverty can contribute to environmental stress, such as through the cultivation of steep hillsides, but also how the adverse ecological effects associated with people endeavouring to secure their basic needs in turn threaten the health and survival of those same people, such as through the aggravation of sedimentation and flooding. World-wide, the poor and most vulnerable groups often live in the environmentally most fragile areas, both rural and urban.
